I am looking to buy the new old stock Ruger 10/22 Precision SR22 in the AR format. It looks to have a fixed 0 Pic r Scope Base for the Ruger Precision Rifle (Available in 00, 30, and 40 MOA)

I am purchasing a Ruger 10/22 SR22 Precision (new old stock). It looks to have a 0 MOA fixed PIC. Is this rail replaceable with yours or is the rail fixed to the rifle and cannot be removed.

No, this will not fit on that model. This base is designed specifically for RPR short action rifles.
